It's hard to imagine how the law will be rigorously enforced, but I do share some people's concerns that strong enforcement could drive the industry out of the county all together. If that happened, actors might lose the protection of the 30 day rule as well as the legal requirement for condoms, and I'm not certain how I feel about that. Although I do think that the rule is only moderately effective, and that it may give performers a false sense of security, I also think that it is better than nothing.
My hope would be that losing the protection of required testing would encourage more performers to advocate for their own safety by insisting on condom use. However, I'm not naive enough to think that would be the universal result. That's particularly true since any producers leaving the county would have probably done so because they weren't interested in using condoms in their films. Performers empowered to negotiate safe sex would likely to be doing so elsewhere.
